Rules: The key idea is to use common sense and don't be a jerk. Don't create an account to anonymously insult people, or otherwise make it unpleasant for other people to browse this site. Other than that, I don't have any "censorship" rules, but the company that's hosting my website does. One of their rules is that this site can't contain any illegal material, nor can it contain links to sites with illegal material. If you post any such material, I'll just delete it or censor it, and make a mental note that you've (perhaps unintentionally) 'cause me some hassle. If you regularly cause me hassle, I'll delete your account and ban your IP, preventing you from interacting with this site. This would fall under the "don't be a jerk" half of the rule. My host gives a list of things they don't accept (pirated software, pornography, hacking tools, hate sites), and then adds at the end the standard catch-all phrase "and any other content we deem to be threatening or obscene". That's the "use common sense" part of the rule.
